We live in a corrupted system. The way to tackle corruption is to first acknowledge it exists. Only then is it possible to come up with ways of dealing with it, but don't make the mistake of believing the system can or will uncorrupt itself.

On the Public Contracts Scotland website, a place where Scottish Government contracts are listed for private companies to pick up lucrative taxpayer funded “work”, it appears the Scottish Police are anticipating one or more “Mass Fatality” events and have published a contract (PDF) looking for a provider of “Disaster Victim Identification Shelters”.

What kind of possible “Mass Fatality” event would require such “Identification Shelters”, and why does the Scottish Government and Police consider this relevant now? Answers on a postcard please.
